PEMAKNAAN REGULASI PERUBAHAN IKLIM DALAM KAJIAN PERSPEKTIF KONSTRUKSIONISME SOSIAL DAN HUKUM PROGRESIF

Climate change is a global issue that involves not only ecological dimensions but also complex
social, political, and legal aspects. Climate change regulation is not merely a normative
instrument, but a social construction shaped through the interaction of various actors and
interests. This study analyzes the meaning of climate change regulation from a social
constructionist perspective and examines it through the lens of progressive law. Social
constructionism is used to understand that regulation is not purely objective, but emerges from
interactions among the state, civil society, the media, and corporations. Meanwhile,
progressive law provides a framework to assess whether such regulations are responsive to
environmental needs and social justice. This qualitative research employs document analysis
and in-depth interviews with policymakers and academics. The findings indicate that
interpretations of climate change regulation are strongly influenced by the social positions and
interests of the actors involved. Regulation is perceived both as a symbolic commitment and as
an instrument of advocacy and protection. Inclusive and participatory regulations are found
to be more effective in encouraging collective behavioral change toward sustainability and
ecological justice.
