Minat Pelaku Usaha Mikro Bidang Makanan dan Minuman di DKI Jakarta Terhadap Program Sertifikasi Halal Gratis

Abstract
After almost a year of being launched by the Ministry of Religion, the realization of the Free Halal Certification (SEHATI) program is still very far from what has been targeted. The number of MSMEs in DKI Jakarta Province, which ranks fourth in Indonesia, has not been matched by the large number of MSEs who have registered for the program. This research aims to find out the interest of SMEs in DKI Jakarta in the SEHATI program. The method used in this research is descriptive qualitative. The object of this study is the interest in halal certification by collecting data through observation, interview, and documentation. The results of this study indicate that there is a fairly high positive interest from MSEs in the food and beverage sector in DKI Jakarta for the Sertifikasi Halal Gratis program. Interest in the SEHATI program is influenced by internal factors in the form of, 1) understanding of regulations, 2) knowledge of the SEHATI program, and 3) mindset of business actors; as well as external factors, namely, 1) halal certification costs, and 2) halal certification procedures.

Abstrak
Setelah hampir satu tahun diluncurkan oleh Kemenag, realisasi dari program Sertifikasi Halal Gratis (SEHATI) masih sangat jauh dari yang telah ditargetkan. Jumlah UMKM di Provinsi DKI Jakarta yang menempati urutan keempat terbanyak di Indonesia pun ternyata tidak diimbangi dengan banyaknya jumlah UMK yang mendaftar ke program tersebut. Penelitian ini bertujuan untuk mengetahui faktor-faktor yang memengaruhi minat pelaku usaha mikro di DKI Jakarta terhadap program SEHATI. Metode yang digunakan dalam penelitian ini adalah kualitatif deskriptif. Objek dari penelitian ini yaitu minat sertifikasi halal dengan pengumpulan data melalui teknik observasi, wawancara, dan dokumentasi. Hasil penelitian ini menunjukkan terdapat minat positif yang cukup tinggi dari pelaku UMK bidang makanan dan minuman di DKI Jakarta terhadap program Sertifikasi Halal Gratis. Minat terhadap program SEHATI tersebut dipengaruhi oleh faktor internal berupa, 1) pemahaman terhadap regulasi, 2) pengetahuan terhadap program SEHATI, dan 3) pola pikir pelaku usaha; serta faktor eksternal, yaitu, 1) biaya sertifikasi halal, dan 2) prosedur sertifikasi halal.
